Mr. Donnelly is a problem solver who has helped clients statewide. His practice areas include, among others, real property tax and eminent domain law. He has helped clients greatly reduce their property taxes and obtain tax exemption. He has successfully represented property owners and government entities in eminent domain proceedings. He has represented owners and tenants of commercial, industrial, agricultural and residential property and religious and non-profit organizations.
He has represented petitioners, including owners and tenants, and respondents, including municipalities and school districts, in Real Property Tax Law (RPTL) Article 7 proceedings. He has experience working with assessors, filing exemption applications and grievance complaints, appearing before assessment review boards, in small claims assessment review (SCAR) proceedings, correcting errors on assessment rolls and in appraisal review and valuation litigation.
He has represented property owners and government entities in Eminent Domain Procedure Law (EDPL) matters. He has helped municipalities comply with the EDPL, protected the rights of property owners and obtained “just compensation” due under the Constitution.
He also has substantial experience in environmental, land use, zoning and municipal law. He has represented municipalities and helped property owners, developers, mining companies, energy companies, powerline and pipeline companies, farmers, non-profits, religious organizations and others build multi-million-dollar projects, interpret contracts, resolve litigation, obtain permits and remediate brownfields.
Patrick grew up in Central New York. His father was a professor at the Syracuse University College of Law, and his mother was a professor at LeMoyne College. He was an editor on the Pace Environmental Law Review and has won awards for his legal writing.
